Those are Genicanthus angels (Masked angel) which are 100% reef safe but they are like the peppermint angels, rare to the point that they are never collected. Max sizes for Genicanthus species only range to about 7" to 8". They only come from Hawaii, so I thought I'd give it a shot by asking the diver.

Fishtown had some very similiar RS butterflies, looked like Ornates but I'm sure they are all obligatory coral eaters and wouldn't survive long even in a reef tank.
