Help! Dual PC Ballast Only Fires one bulb

So, I have a Hamilton Ballast that fires two 96 watt PC bulbs. I know both bubs are good.

My question is this:
Is the problem the ballast or the wiring/socket assembly?

It seems like a single ballast firing two bulbs would either work or not work at all. Is this right? Or can a dual ballast actually be broken for one bulb, but working for the other? This doesn't make sense to me. If I can get confirmation that is it is somehow the wiring, then I will go through the trouble to try and fix it. Thanks for the help!
 
Well I had a different brand do that to me and it was the ballast. Go to a electrical supply store and get one they are much cheaper there. Way overpriced on reef sites.
 
Yep, I just finished checking it all out... inside the case were 2 ballasts... I switched the wiring on the dead one and it worked... so, I know its the ballast. So, hopefully some place will be open tomorrow... I am in a smaller town with limited options. So, it is true that really any fluorescent ballast with the right amount of wattage will fire a CF bulb?
