I recently seperated a passer angel from the rest of the display tank, because it was starting to bully all the other tankmates...

anyway, he is currently screened off w/ eggcrate from the rest of the tank until I can determine its fate, but it has now started to become somewhat lethargic and has this kinda clear, slightly whitish film on body... it kinda looks like clownfish disease.

what is this stuff and what forms of treatment should I apply???

If it had the clown disease; then all your fish in that tank need to be treated for it. Brookenella can live in the tank for 30-35 days. Put all the fish in QT with copper except shrimps(leave in tank) and mandarins. I'm not sure what kind of fish you have. Most fish can be treated with copper including Tangs. What fish do you have?
I lost 2 maroon clowns and 2 wrasses to brookenella. If you have any questions post them and/or call your LFS.

I am unsure whether you had brooklynella (clown fish disease) ... copper is not considered an effective treatment for brooklynella.
