i just had a power outage two times off for less than a minute and when the apex turned back on it is displaying that it has two eb8 connected when i only have one it is eb8_3 and the phantom eb8_5, the one that is controlling everything is the eb8 5.. but since it was installed all my settings and everything are on the eb8_3

i have one display and one eb8 but in the module setup it shows four displays and 2 eb8's eb8 3 and 5 3 is the one i configured but now 5 is the one controlling the outlets

Make sure you're on a fairly current version of the firmware and you have a backkup of your program. Then, follow the instructions in the User Guide to initialize the AquaBus memory. That should force the controller to re-scan your connected modules and get rid of the phantom modules. Then you'll re-load your saved programs. Warning though - this doesn't always work. If it doesn't, then you'll have to contact Neptune support and they can fix it manually.
