Help with diagnosis

ok, have 3 anthias in QT, water tests at 0ppm ammonia, 0ppm nitrites, 10ppm nitrates, 78.5 degrees and sg at 1.020. 2 of the three have what appears to be popeye and 1 has a white fuzz on it's side. both are breathing rapidly and lethargic. I've had this problem with fish in QT before - different lfs's and live aquaria. so far only petco fish have made it out of QT. What is it and how do I treat and more importantly prevent? Sorry for the crappy pic but cell phone is my only option.
 
Sorry, I can't tell much from that pic. Do you break down/sterilize your QT in-between fish shipments? If not, and you keep having this same problem; then it's possible it's a disease from a fish you QT'd in the past. The disease survives in the water, and keeps infecting subsequent fish purchases.
 
Details provided by you about the white fuzz on the fish side, draws the conclusion that tank water is unsuitable to fish skin, so they are getting infected with fuzz disease. Buy some water purifier chemical from the aquatic store and purify it according to the direction stated. I too owned the same problem with my new aquatic tank.
