The only thing you can do is start to rule out potential causes.

I bought 3 Purple tangs that had really bad HLLE, so I fed them lots of nori. About a 4"x12" sheet per day dried onto a short pvc pipe, and within a few weeks they healed completely!

Take a look at the data relating to HLLE being cured in instances where the fish was moved to a new tank - 67% of the sucessful outcomes had been in fish that were moved!
