HLLE with Potters Angel Question

Pretty sure my Potters Angel developed this a few months ago because we changed our carbon filtration and it now works more efficiently :( Looks like my bicolor blenny is also developing it but my two clowns look fine. My question is can HLLE affect fins? My Angel's tail fin looks really ragged and is about half the size it should be. I can't find anything that mentions fin errosion with HLLE. Could this be it or do you think he might have developed something else as well.
 
Yes, you sometimes see fin degredation with HLLE - usually on yellow tangs. There seems to be two manifestations of HLLE - acute and chronic onset. The acute type, caused by using lignite carbon, is more apt to result in fin damage and possibly death. It is difficult to recover fish from this - but since your fish haven't had the problem too long, it may not be permenant - try removing all carbon and siphon cleaning the substrate (if you can) and change all of the water (over time of course, not all at once).

Jay : do you think there's any difference if you use carbon passively...by just placing it in a bag in the sump ???
