How to beat hair algae?

For the past year I have been struggling with green hair algae in my 90 gallon reef tank. The tank has been setup for about 3 years. I started with 100 pounds BRS reef saver rock and a 3 inch sand bed. Every week I do a 15% water change and manually remove as much algae by hand as possible. I use a 4 stage RODI system from BRS that reads zero tds.
