I'm at my witts end with these fish.

I have been slowly been losing fish in the QT tank for the past month. I thought I was treating ich, so I used hypo and freshwater dips. I am down to the last fish. Here are the symptoms. Cloudy eyes, bugging out. White powder sugar looking stuff covering areas of his body. I'm starting to think he has pop eye. Can some one please help me on this one?

imo freshwater dips help but do not cure..same with hypo. You need to use copper to kill the parasite cause you are still placing it back into infected water. It is ich from what I see. hth

Also, did you have any trouble with the Ph during the hypo treatment? Hypo does work if administered properly, but copper in a QT will work much faster. Are you using a refractometer?
