Is my Damsel sick?

My first fish, a Neon Blue Damselfish, looks a little discolored (looks really dark at times) and definitely has droopy eyes. He usually stays at the bottom (makes his own bed in the sand), but I keep finding him "lazying" around at the top.. vertically.

In my previous threads I have mentioned that he doesn't eat the stuff I throw into the tank and "maybe" grazing on the live rocks but not sure.

Help please.

Could you explain what you mean by 'droopy eyes'? How long have you had the fish? Have you ever seen the fish eat anything off of the rocks? When he goes to the top, is it only at certain times? Only in certain areas of the tank? Any other fish in the tank? Any mobile inverts like crabs and shrimp?
