He has what looks like a hair hanging off of him that im assuming is poorly digested food.
Ive been told this may be a sign of illness or infection. Can anyone confirm that and tell me how to treat it?

I've been feeding omega1 flakes and brine shrimp, fyi.

I would try to get a picture of this and post it up. It sounds like stringy poo which is most likely a sign of a parasite or infection. Picture will help determine though.

Get a quarentine tank ready...

Its gone this morning, but he didnt eat ...

I had him and another Perc that i brought home the same day. They were inseperable for the week and a half that I had them. The one always had the stringy poop (it just looked like a hair) and he never ate anything, just picked at stuff and spit it out since the day I got him. I suspect he was never in good health to begin with. The remaining one has always eaten well and been very active. Could it be he's just stressed from not having his buddy around?
What do you guys recommend? I did feed garlic dipped food today, but he didnt touch it...

try feeding a flat slice of an orange or REAL kelp seaweed.
The same seaweed used in sushi.

You would be surprised how crazy salt water fish eat oranges.

I had one like that once and the stick stuff on him was like a beard and he slept like a dog and would shovel out sand to sleep in. he died one day later after my hermit ate him.

I would quarrantine these fish in a hypo tank (1.009) and treat them with a dewormer. It wouldn't hurt to treat them with formalin too. Don't dip. Treat.
Otherwise just get someone to kick you in the pills and take your wallet (Pretty much the same effect as them dying from not curing this malady.)
