This stuff looks very similar to what was groing on a rock in my tank along with some in my refugium coupled with a bunch of cyano. I basically drained my entire sump (about 100g worth) and scrubbed it clean and left the refugim part empty and clean and i got a bunch of Turbo snails and I also picked off with a toothbrush all of it from that rock in the tank and now its pretty much gone and has not returned. I believe cleaning out my sump is what did it for me. I'm going to be implementing an algae scrubber soon.
