is this an asternia? if so is it beneficial or a problem?

It is, they often multiple to an uncontrollable population. Most of them are reef safe but some aren't, there are no distinguishing characteristic to tell the reef safe ones from the nonreef safe ones.
 
i wouldn't worry about them.
that shrimp will eat them.... pick them out of your dt and throw them in with the shrimp.
 
If there is a Harlequin Shrimp in the tank the stars will be quickly eliminated. When you first put the shrimp in the tank all the Asternia will run to the glass. Were overwhelming my 130D Red Sea Max. Found 50 on the glass the day after I put the Harlequin in. After a few weeks, not more in the tank. Crappy part now is buying the Chocolate Chip Stars and de-legging it for shrimp food.
