Is this enough?

I just bought a picotope for my mom and i also bought

heater
led light
9w 50/50 lighting
azoom pump 3stage filteration

olong with the stock pump.

is this enough to get me off to a good start and will this keep my water clean with 100gph for the 3g?

It depends on what you want to keep, as far as the lighting goes. I, and most people, go with 18-20w on our 2.5's. With 9w your looking a shrooms and that's about it.
