Is this HLLE

I have a potters angel that I've had about 4 years. Eats very well but about a 6-9 months ago it seemed to have lost some scales by its mouth. I thought maybe it bumped into a rock or something but that problem seems to gotten bigger. Is this HLLE? If not, what is it? It still eats well.

No other fish is affected. Best solution?

Doesn't really look like it, no. Have had dozens of dwarf angels over the years and none of them ever got HLLE.
