Is This Velvet?

This poor Hippo Tang has been through the wringer. Last year, she was treated for Ich. 6 mos ago, she had a hole in her head the size of a pencil eraser (HLLE). She seemed almost back to normal (what I call normal), and she developed some sort of insult to her tail that includes a red, zig-zag stripe. The insult seems like the tail is somehow dissolving. I was curious if this latest malady is Velvet?
