Larvae are dying -- not sure why

Ok. I had about 60 larvae start this batch and now I'm only down to 30 or so. 80% of the living are just kind of floating on top of the water. Then they swim for a bit and then just kind of float on top of the water. We are ate day 4. I have been feeding a lot of rotifers and you can tell that their bellies are very silver. My ammonia indicator has gone of safe only once (day 2) and I brought it back to safe with a 2 30% water changes. My temp has been stable @ 80.5 and my salinity is currently at 1.022. They almost look lethargic (sp?) If you know what could be causing this could you let me know.

have you done any wc's? I caught about 20 and now I have 2- 5 days later..but my heater quit and now its consistant at 77 degrees! also I do 2 water changes a day? I have bever checked the ammonia
