The fish in question is a nice little Ablabys taenianotus. A. macaranthus is differentiated by the first dorsal spine beginning in front of the fish's eye. As you can see in your specimen, the first spine starts well behind the eye.
Perched?! Ha. In QT he was always on the move, though there wasn't any rock to perch on only hiding spots. That may change now that there is rock work in a tank with it.
