Leak in bulkhead

No sump and will never use that bulkhead and can't take it apart any help?

Several have said that. To be clear the silicon you use to hold the edges of the tank together.

After trying silicone, can also silicone a plastic cap over it, like a lid.

Can you not cut it out? Then put a glass patch over the hole.

Remove the bulk head get some glass and silicone over the hole from the inside..
