Light rack lift suggestions

Looking for a lift system for my lighting rack, any suggestions?

I went to Harbor Freight and bought an electric winch. http://www.harborfreight.com/1500-lb-capacity-120-volt-ac-electric-winch-61672.html

It's rated for 1,500#, and is ridiculously overpowered for my needs. It's loud and tough to stop it exactly where you want to.
If I had it to do over, I'd still go to Harbor Freight, but I'd get this for $7.00
