Hey Colin and welcome to the hobby... I mean... addiction. For the most part, I like your stock list and, with this being your first, I wouldn't deviate much from that and upgrade to the more unique and more expensive fish once you're comfortable. The main thing I would suggest is to get that tank drilled and have a sump. With this, you get versatility and concealment. You can add a refugium if you desire which can grow Chaeto (for nutrient export and growing pods along with a place to put a fish that is a bully), it can house your skimmer (which I agree is a must), it can house your heater and give you room to expand if you so desire in the future. I would look into the bean animal overflow to give you a failsafe and silence...

I'm not too familiar with the Tile Sea Star but most can be a bit touchy whereas the Chocolate Chips Stars are cheap and hardy compared to the rest of the family. You could start with one of those and change out at a later time. Also, I have never had the Blue Tuxedo, but I have had the Long Spine and removed it from my old FOWLER after being unhappy with how much it scarred up my live rock by eating up the purple corraline algae and how brown and green algae grew where it scarred.
+ on the Randall's Shrimp. They are more colorful and just as hardy as the Tiger. You could pair it with a Randall's Pistol Shrimp. They are white with orange stripes and will have a very similar behavior as the Yellow Watchman but are less temperamental.
I would also highly recommend picking up a 10 gallon tank, small heater, powerhead and hand on the back filter and give yourself a small and inexpensive quarantine tank. It will be a good investment in your peace of mind.
As for substrate, I would go with something fine like aragonite. You may want a wrasse that likes to burry itself or a sifting goby that will need this. Larger and more coarse substrate doesn't hurt anything but may eliminate something you want in the future.
Lastly, I would add the Flame Angel last since, while it is a fairly easy fish to keep, it is the least hardy and most prone to get parasites of your stock list.
