Just to add some information....It is still eating fine and swimming regularly. my water parameters as of last night are ...
cal -400
alk 10dkh
mag 1250
NO3 - 2
PO4 - .03
ph - 8.4
temp- 78
Any help right now would be greatly appreciated...
thanks in advance

If the fish is eating and acting normal just let it be. It looks like the fins are clear, eyes are clear and no abnormalities on the scales.

sounds good thanks again for the help. I have always fed vitamins and occasionally use garlic. I have them all eating a mix of flake foods, frozen brine, mysis, and cyclops and i occasionally feed them some freshly decapsulated artemia. So i guess ill just keep doing what i am doing and keep an eye on it... If the problem gets worse or i note a change in the fish's behavior should i treat just that fish or should i treat all of them?

If it gets worse remove the Regal and put him in QT. I would administer some bacterial meds as well as some melafix.

to me it looks like it is some sort of parasite...i was thinking on the lines of Potassium permanganate as well as topical antibiotics. In a QT obviously.

it looks like it could be a cirolandid isopod to me. you can remove him with forcepts to tweezers.
although, a better picture would help, but I know that would be hard. haha
I've seen more and more of them come in with aussi shipments.
