I'm looking to add a green Mandarin to my tank... 240 gallon with 50 gallon sump, no refugium, about 240 pounds live rock, one year old, a ton of copepods (mainly tisbe)... Question is if I put a Mandarin in, with that deplete my pods drastically?

I had a small pair in a 25 gallon tank with a small hang-on refugium and it worked. Though they are also eating frozen Mysis.
After a year I moved them over to my new 100 gallon tank where they do exceptionally fine now.
 
If you QT them with a sponge filter and feed them live brine, you can mix in frozen and get them eating before you but them in the 240. Mine love frozen blood worms. I have a 150 with a sump and I thought I had enough pods so I skipped QT and they almost starved. Luckily I got them to eat the frozen blood worms and they are happy now. I also tried artic pods and Cyclops first but they were still getting thin until they started eating the frozen blood worms. I spot fed the various foods into their rocks until I saw them eating.
 
as long as there aren't any other residents that would be an issue, i would have no reservations about putting a dragonet in that setup.

it will deplete your pods to some level, but i doubt enough that it would starve. i've got one mandarin and one scooter in my main system, which is a 155 hooked up to a "display fuge" 35 cube, linked between a 30 gallon sump. both are chubby and doing well, sharing pods with anthias, osff pair, and a few other fish (no wrasse yet).

Yes, but if you add a refugium they will never be wiped out.
 
I had for quite a while a 1/2 gallon Lee's Specimen Container hanged into my 18" cube as a refugium and it worked well enough to create a reserve population which could repopulate the tank.

I would definitely set up a refugium, even if it is just an algae chamber in the sump. A 50 gallon sump should have the space for that.
 
Probably fine just as you are w/ that much LR but agree a fuge added would be best, and w/ that a pair would probably be fine.
 
I'd love to add a fuge... Only problem is I really have no idea how to work it into my setup
