I'm planning on introducing an 8 ounce bottle of tisbe pods into my 45 gal tank refugium. Can I immediately introduce a mandarin goby right after implementing the pods? If not, how long should I wait for the pods to multiply and be a long lasting food source?

Definitely wait especially in a tank that small. I would say 3-6 months months min Unless you add pods weekly for a while to help sustain the population, or buy a Mandarin from the LFS that eats frozen foods already.
