Having used FWE, more than once, I can tell you that the time to treat with FWE is now, as soon as you notice the little buggers. Using a small diameter tube (air tubing), siphon out as many as you can. FWE is not toxic to most of your critters, but dead FWs are.
Don't be stingy with the FWE, I'd even use a double dose. You want to hit them hard, and continue to siphon out the dead ones, as best you can.
Run your carbon, and do water changes as recommended on the FWE bottle.
Within two days, do a second treatment, same as the first, maybe even a slightly higher dose. You want to be positive you eliminate any that survived the first treatment. I found that they build a tolerance. I'm actually completely breaking down my entire system, largely because I have some super strong FWs.
