MH Help Needed/FUSE or Switch is Dead

I have a PFO Dual 400w HQI. One side is working, but the other side is "dead." The switch for the dead side is loose and won't click. Is it a fuse problem or something else? Does MH's use fuses? Getting ready to take it apart tomorrow when I have time to play with it, just wondering if anyone's had this problem before.

I had that problem with my HQI ballasts on my first Aqualight Pro set......it was a toggle that if the lights got shut off, the switch seemed to have a lock out that was "loose" and wouldn't work until the ballast cooled down....I don't know if that was a safety feature or what?.......don't think that helps much.........
