It's not unusual with LEDs to NOT run them at 100%.
On my nanoCube I upgraded from the stock JBJ LEDs to a Steve's SPS upgrade kit - it was 96W max in a 28G tank, I never got the LEDs above 50% with that setup.
On my new tank - I'm using 3 48" long BuildMyLED.com fixtures (64 watts per fixture) in a 120G (48x24x24) tank, and they're set at 65% max right now. Fish are happy, corals are growing. I may boost them another 5 - 10% over the next 6 months, but I seriously doubt they'll ever be at 100%.
For quarantining - I use two 10G tanks for tank transfer (4 transfers - 3 days each - 12 days total). Once TTM is done, fish move into a 20G long for 3 rounds of PraziPro (4 days non-medicated w/ carbon filter, 4 days medicated w/ floss filter - 24 days total), then 6 days of observation just for good measure. I've currently got 3 big Orchestriped Cardinalfish ready for round 2 of PraziPro tomorrow. I worried the 10G tanks were too small for 3 big fish, but they were fine in there. The quarantine tank setups are minimalist - an air stone, a sponge filter, a heater and a large PVC elbow. I have a workbench I use for quarantining, and use the bench light for lighting the tanks. Quarantine setups don't need to be expensive. When they're not in use, they're emptied out, sterilized, dried and put on a shelf.[/QUOT
