"Will they mind random debri like dirt, carpet fiber/hair not sure which it is... or should I clean that all out."
This debri is in the tank or the rotifers? Either way, Ideally it shouldn't be there.
"After receiving the rotties, all i see in the water is dust looking debri. Should I be able to see anything moving like brine shrimp?"
Thats right it should look like dusty water. No you won't see them moving without a magnifying glass or microscope.
"
Also, the greenwater i added in is not getting lighter. its staying at the same level if not darker. Im not sure. I am away for 8 hours a day. Do you think i killed the rotties?"
How long has it been since you added the greenwater? You possibly just added too much and its taking a while. Do an ammonia test on the water. It may be really high causing them to go dormant. Its really hard to totally kill rotifers so I doubt they are "dead" possibly just dormant. Make sure your bubbles are very gentle. You don't need much air. Strong bubbles will hamper reproduction. The females can't carry the babies when they are getting beaten up by bubbles.
