New NSW Smells Foul

I picked up some new NSW from the spigot at the Scripps Oceanography Institute yesterday and when I put it in my mixing can I noticed It had a very bad odor. The same odor I smelled from the drain nearby. I've got water here for almost every water change and never noticed this smell.

I cleaned all my buckets before and after and they no odor even close to what I detect from the water I got yesterday. Over the past 24 hours the smell has dissipated quite a bit, to the point where it's almost imperceptible.

I tested it yesterday and didn't register any nitrates or phosphates on the water.

Has anyone experienced this before? And is it safe to use for my tank? Or should I just dump it and start over with new water. I'm not sure how I could check for anymore contaminants at this point.
 
If the water was sitting without any aeration overnight, some organisms might have died and decayed. Did you happen to check for any odor when you collected it?
 
When I collected it I noticed the smell coming from the nearby drain but I figured it was the drain smelling and not the water itself. It's been really hot so I'm not sure if that had any affect on it.

The water did sit in my car for a couple hours before I was able to get it in my mixing container. I cant perceive the smell any longer.

I wouldn't worry too much, I guess. There probably was some anaerobic decay at some point. Some carbon might clean up any remaining organics, if you are worried.
