just wondering, what is the main reason you guys don't think it will do well; is it mainly because of the small water volume and how you think it will be unstable? The lighting should be fine though right, though it definitely is on the low side, right? What about water movement?

My main concern is the water volume. Not so much the instability as far as temp and salinity goes, (although that's a real concern) but its inability to deal with the waste this anemone can produce. In order for this anemone to survive, I believe you will need to increase the water volume. Maybe do like Gary suggested, or install a sump on this tank. You can pick up used aquariums pretty cheap, or some people have used rubber maid totes from Wal-mart as sumps. Anything to increase total water volume so that the anemone's waste is diluted below toxic levels.
