Thanks for the responses. My PPW only lasted a couple of months before breaking. I didn't know that the area involved was called the keyway. I also went back to the white, stock pw but had to keep the skimmer in 11 inches of water to work effectively. I recently swapped the pw out for the mesh wheel that came with the skimmer and haven't gotten good results in 10 inches of water. If anything, the skimmer is more sensitive with the mesh.I just figured out what was wrong!
As above, the keyway on the PPW broke. The PPW would still spin which fooled me into thinking that wasn't the problem. I took everything apart again including pulling the PPW off and found the busted keyway. I replaced with my stock white PW and voila- it works again.

Looking good, wasn't it worth the trip. Boy, I thought my sump was tight.Here are some pics....as you can see my supm/refug/frag tank is a nightmare but it works.

Do you have a large bioload? Do you have a pick of the skimmer running? The waterline sounds a little high inside the skimmer? The bubble break should begin at the the bottom of the collection cup not the internal waterline. I would raise the skimmer so it's sitting in about 6 to 6 1/2 inches of water then try re-adjusting the water level.i feed once daily with frozen food, should i put the bubble line an inch below where it overflows into the collection cup?
