If I remember correctly a FW bath will help the fish symptoms but a Formalin bath will be treating. I think the fallow period for brook is 6 weeks. Just for reference if your going to treat them then they need to be in a QT.

If a fish has brook and left untreated the fish will die. The longer treatment is delayed the higher the likelihood of failure.
There are some things that a fish can manage to fight off, but there are many more that if left untreated is at the minimum a death sentence. Also, a few things require a complete tank reset to get rid of them.
If you do have brook then a QT is a must, there is no way around it.
a lot of times once symptoms are visible then it is an uphill fight. If it is brook I would say the other fish has a better than 50/50 chance of having it.
I personally am not convinced your other fish had brook. That is just going of the pic you posted and what you described. I did not see any mucus, cloudy eyes or sores. The fin damage could be attributed to the other clown.
If you do decide to QT them, FWIW I very seldom cycle my QT, then yes WC's and some prime will be your friend during the process. Let me know and I can try and help.
