orange spotted watchman goby never moves!

Ok First of all I have a 28 gallon nano cube hqi 4 months old. False perc clown and an orange watchman goby. There is a cave that the watchman is always in and i have never seen him do anything more than poke his head out. Is he mainly a nocturnal type of fish. he is very skittish. Just wondering if anyone else has observed a goby like this? any ideas on why he is not very active. Water params sg 1.025, Ph 8.2, no2 0 ppm, no3 2.5 ppm, nh3/nh4 0 ppm, alk normal range, calcium 420. temp 78-81
 
I used to have 2 of them. One was in my 29g the other was in my 55g. Same thing happened with mine. Always in the same spot and always jumped into cover whenever something swam by them.
 
so they are indeed a pretty skittish and reclusive fish. I have found that he is pretty difficult to feed as well he always runs and hides when i try target feeding him too. I guess i will just remain persistent he has only been in the tank for 10 days so we will see after about a month
