Yeah... but what I'm talking about is their eyes are on the road but nobody's home because they're off wherever their converstation has taken them... Does not respond to outside stimuli...

When I was trained to fly I was taught the priority:
Aviate, Navigate, Communicate in that order. Same thing should apply while driving.
Drive, Navigate, Communicate in that order with the predicessor always trumping the follower.
