PAB Bars not showing up at PAB, and not programming

if your only using 2 then if the 2nd one is bricked the 3rd one can take its place. then you can try and rescue the 2nd for future use. ive bricked a power bar during an update before and its still sitting on the shelf.

You can do an emergency firmware update on that 2nd powerbar.

That's what I've attempted. The emergency update. Hasn't worked.
