Pesky Tomato Clown -> Gluing frags?

Any ideas for what/how to glue down frags? My Tomato Clown apparently doesn't think I place them in good areas, and likes to relocate a lot. Help appreciated.

Use a 2 part epoxy and hold it there till it drys.. Only takes a few minutes. My maroon clown does the same thing...

Above or below water?

I hold it there underwater... It better to glue out of the water if possible, but most of my rocks are either large or not removable.

My clown tries to bite me for the couple of minutes while my hand is close to the her anemone.
