I would say yes, it is normal for a brand new colony to encrust for some time before branching out.
Each colony in each tank will grow slightly differently.
Give it a few months..
That's odd, I always got very good growth out of that coral and never saw anyone else around here struggle with it much. It does put a decent base out before growing upward.
Branched arms turned white so I broke it out a few months later I saw the little green polys growing on a rock. It looks like a montipora now size of silver dollar no nubs

Maybe it was bleached and super unhappy but not quite dead. It's going to grow like a tree, "roots" first for a lil while. I wouldn't be worried, sounds very normal for it to encrust from what was probably only a couple polyps.
