possible aggression

I recently added a three inch juvi emperor angel to the reef. I know it's risky, he'll eat my corals, etc . . . but I have mostly softies and I'm not real worried about it. I don't have any SHOW specimins or anything expensive. Just cheap leathers and some small ricordias.

My problem is my vlamingi tang. He's never show any aggression toward anything until now. He is keeping my new angel in the corner. I've not seen any open aggression, no scapels brought to bear, no swift attacking movements. I have seen some flaired dorsal fins, but mostly he just sits there in front of the angel. He will occasionally go back to the other side (where he always used to hang out anyway), but if the angel moves, he re-appears and just sits there.

I don't want to move rock because I really like my aqua scape, but I will if there are no other ideas.

Are there any other ideas? I will not go to bed tonight without having dealt with this.
 
In a smallish tank, a Vlamingi can be aggressive towards any fish that is perceived to occupy the same ecological niche. If you have a large breeder cup (floatable or attachable) you could socially acclimate the angel. I think Petsmart has smaller ones.
