Possible bacteria infection?

I have had this pectina for about 8 months. It's abot 5 inches tall and 7 inches wide. It was in perfect condition when I got it then rapidly had some decay on one side. It has very slowly gotten worse since then. I am thinking it may be a bacterial infection of some sort.

Does anyone else think bacteria could be a possible cause? If so, what treatment would you recommend?

30g sump
Lighting is 3 Super sol blues
Skimmer
Alk: 9.3
Calc: 440
No3: 10 (down from 25 where was for several months)
Po4: .03
Temp:79
Salinity: 1.025
Nitrite: 0

Do you dip all new corals?

It’s actually a relatively low flow area in my tank. There is a hammer coral about 8 inches away that gently sways. Although, all the flow in that area is linear and flows from Right to left. The side facing the flow is the damaged side. The other side of the pectinia looks great.
 
I have a pretty large pectina myself which I've had for 6 years. This happens to mine occasionally. It will do that, die off a little, grow back and be totally healthy. Sometimes part is unhappy and the other is very fat. I've had tentacles come out of mine about 10" and for months nothing.

Mines in a 400g 3' deep under halide/radio n. Front corner with high flow on a bare bottom tank.
