Power off automatic kill switch desired

Situation: I have an aquarium and when the power supply cuts out the pump stops, a drain siphon in my plumbing breaks and when the power comes back on the pump pushes more water than the emergency drain's capacity because the siphon drain cannot restart without human aid.

Desired solution: Make a circuit that can be plugged into a standard AC outlet with the following capability: Switches off when power goes out and does NOT turn back on when power is restored unless somebody resets it manually.

Help please!
 
I agree with ghellin. You need to fix the system so it starts w/o you! If the power goes out when you are not around (just how Murphy rolls!), the tank might be dead before you return.

Got any pics of your system?
 
What you need is a magnetic starter with a non latching switch. Usually they can be found new surplus for cheap.

Fixing the drain issue is the proper way.
