To convert from ppb phosphorus to ppm phosphate:
Multiply the reading by 3.067 and then divide the result by 1000.
So
15 x 3.067 = 46.05
46.05 / 1000 = .0465 ppm phosphate
Approaching high but not terrible. That said, the hanna checkers are not at all reliable or repeatable. I took several sachets from at least 6 different lots, labeled them and then randomly used them to test a common sample of tank water. The lot numbers were fairly easy to spot on the chart. None of the lots were expired and each test was blind. Volume measurement was done with a 10ml pipette (ebay).
I did something similar with the ALK checker reagents and the results were also similar.
