questions about sell/trade posts

I'm a bit confused by something I read in the recent edited thread regarding sell/trade etc. I totally understand about being a contributing member before you can post such things (I'm almost to 50 myself!). What confused me is that it says sell/trade posts must be on sell/trade forums, yet I see them on our forum all the time. I like to see the local posts - especially the trade ones. So what's the real story?

They'll let locals post Reef related items on Club/local boards, must list price, no auctions or "PM me with offer" posts. If it appears like your doing it for profit/business the hammer will fall. RC's pretty laid back if you follow the rules, but once a jerk starts acting up they will watch us close for awhile. The 50/90 rule actually protects us somewhat, give you a feel for the person, no guarantee, but keeps most scammers out.

Okay. Hopefully my clowns wont spawn and the spawns be ready to sell before my 90 Day. I'm getting a pair of Black and White Ocellaris (Amphiprion ocellaris)

To be honest, I'm a lurker for the most part and slightly confused as to what good keeping people from buying and selling prior to reaching a post milestone. In many cases people are selling in order to be able to afford upgrades. This only stimulates and helps to grow the hobby... no?
