Repetative swim movements in Dogface puffer, shows no interest in food...

Our new dogface is swiming up and down the side of the tank, in one corner. He has plenty of hiding places, and no other fish to bother him. Yesterday when he came home, he was picking at the rocks a little. Today, just up and down the glass, seems frantically, staying in one corner. He is showing no interest in food at all.

The initial not eating doesn't worry me as much as the swimming. Should I be worried here or is this just first full day jitters for him?
 
What size is the tank? Small tanks tend to make this behavior a lot more common and frantic.
 
29g qt tank with live rock. only crabs and snails with him. he is only about 3 inches, so figured the 29 was large enough for quarantine. water parameters within acceptable limits (easier than posting all of them...)
