Rose anemone split

is this sign of good parameters or the opposite? I bought a 5" rose anemone and 2 days later I made a big water change, a week later i have 2 3" RBTAs.
 
Can be either. In your case, I think your RBTA was stressed into splitting. It's not necessarily a bad thing - a large water change, followed by another large water change within a week or so is actually a pretty common split-causing agent. If your tank parameters are good, you should have two healthy clones.

The cleaner shrimp are after the small clone. Are they helping or trying to eat it?
 
Watch them carefully, but I have not had a shrimp kill a nem yet. You can always use the strawberry basket trick to protect it if you feel the need.
 
Shrimp will not kill an anemone. Mine have split right around March Madness time every year for the past three years. I consider it a good thing.
