well my girlfriend picked out a scooter blenny for me just the other day, so i said sure we can get him, and i'm not exactly sure what his diet is, i see him sifting through the sand a lot, so not sure if he's eating whatever is in the sand. is his food natural or what can i use to feed him.

Scooter Blennies are not true Blennies! They are in fact Dragonettes like the Madarinfishes.

Dragonettes feed on Copepods. You need a well established tank with a lot of Live Rock and a Refugium is preferred to produce enough pods to supply their demand. You can buy Live Copepods online or in LFS's. Tigger Pods or Ocean Pods are the top brand names available.

Most do not accept frozen food but with work, Some can be "trained" to take frozen mysis and/or brine.
 
They're a lot of fun, but you need pods. Reef Nutrition, one of the RC sponsors, is one source among several. You don't say how big your tank is, how new, or whether you have a lot of live rock, which is what you need for pods.
 
well my tank is a 55g, with roughly 60-70lbs of Live rock, its been up since september '05 after returning home from evacuation from the hurricaine.

That's a decent amount of Live Rock. Could stand a little more but you might be ok. Do you have a Refugium? If not, Take some small rocks and build a little pile in the back in such a way that fish can't get into/under them. This will create a place where pods can breed without being gobbled up before they get the chance.

If you have a refugium then you should be fine with that.
