Is there any scorpionfish that would be safe to keep with other fish? Or are they all aggressive and will eat fish. I am planning to keep clown fish, blue tang, coral beauty, mandarin goby, neon gobies, and some other fish

The are best kept in a species only tank. They eat mostly only live food in aquariums but can be trained to accept prepared foods. They also won't fair well in a tank where the have to compete for food with more aggressive feeders. They also don't like much flow
 
I see at least 4 or 5 expensive meals in that list. The tang may be a goner too once the scorpion is big enough - their mouths can go zero to hero real quick!
 
Scorpionfish are highly venomous and will eat everything on your list.
I suggest you go for a rooster waspfish instead. They have care requirements similar to a goby, plus it'll only hurt if one stings you instead of you dying. They come in a red/white patchy mix and dark red. They may eat your neon gobies, though... Rooster waspies have rather large mouths for their 3 inches of size.
You should probably research mandarin gobies thoroughly and make sure you can keep up with one's food demands.
