sexual differentiation in clownfish

I have had two percula clowns for about 7 months, and they were probably between 6 months and one year old when i got them. They are still identical sizes to each other and I'm wondering if they shouldn't have differentiated into male and female by now??? Does this always happen or are there instances of both clowns in a "pair" remaining males??
 
By now they should've determined their genders. Watch them for awhile and see if one shakes or lies on the ground for the other clown. If this happens, the shaking/lying fish is male.
 
I've never seen either of them lying on the ground. They both seem to shake from time to time and I've never been convinced that one does it more than the other! If one is female shouldn't she be getting noticeably bigger??
