I think it doesn't matter if you speak Vietnamese. My brother and I went, i spoke viet to the lady and she still doesn't give us any discount.

+1 on the discounts. It does not matter on your ethnic back ground Tom will always hook you up. But if you shop more often he will give you a steeper discount. Every time I go to him I end up spending 1-2k
