spiny box puffer acting strange please help

i recently traded another reefer my foxface for his spiny box puffer he sed he had it in his sump because he was aggresive and he was feeding him krill since i put him into my tank he has not ate a single thing i offer shrimp feeders clam he shows no intrest in eating all he does all day is swim up and down the glass nonstop and doesnt go anywhere near the bottem none of the othe fish pay any attention to him so hes not getting bullyied im begining to think i got traded this fish because there is somthing wrong with it and he wanted to dump it on someone else any ideas would be greatly appreciated
 
he is about 3.5-4 in a 60g cube with a pink tail trigger yellow tang a cleaner wrasse and a couple damsels. hes been in the tank for about a week
 
The math comes to 24"X24"X24" for 60g. Space could be tight and its pacing in the tank. When tangs and triggers feel crammed they pace back and forth (your case is up & down). Try a live clam on half shell and see if the smell of fresh clam can entice it to eat. The problem is your other fish will rush to the feast.
