Stagnant Water

I recently set my 210 up with just water, salt, sand (not live) and return pump. When out of town, we lost power and the return pump did not kick back on leaving the water without circulation for 7-8 days. There was a noticeable film on the surface before I got the pump running again.

Would using some quality carbon be enough to make this water safe before transferring by live rock over from my other tank or should I take some other precautions such as an antibiotic?

The tank will be fallow for more than the next month since I haven't added any fish to the QT yet.

the film is most like some sort of biofilm generated by bacteria and stagnant water. Once the water is circulating that should clear and not be a problem
 
With what you had in it, you are likely OK. It's no different than storing new salt water unstirred (I do that all the time using regular IO). The same wouldn't likely be true if it was used reef water as that would become anaerobic in pipes and such.
